Who Can Get a BIS Certificate?

This is a common question among manufacturers, importers, and brand owners planning to sell products in the Indian market. BIS Certification can be obtained only by manufacturers, whether located in India or outside India, provided their products fall under a mandatory or voluntary BIS certification scheme.

The first step is to identify the applicable Indian Standard (IS) and determine whether the product is covered under the ISI Certification Scheme, which involves licensing, factory inspection, and ongoing surveillance, or the Compulsory Registration Scheme (CRS), which mainly applies to electronics and IT products. Clearly defining the product scope—models or variants, technical ratings, and safety-critical components—helps ensure accurate testing and documentation.

For Indian manufacturers, the BIS license or registration is issued directly in the name of the manufacturing unit.
For foreign manufacturers, BIS certification can also be obtained, but an Authorized Indian Representative (AIR) must be appointed in India to coordinate with BIS and handle compliance matters.
Importers, traders, or distributors cannot obtain a BIS certificate in their own name unless they are also the manufacturer. However, they may apply and manage the process on behalf of a foreign manufacturer as the AIR.

To obtain certification, the manufacturer must prepare a complete technical dossier, including product drawings and specifications, bill of materials, safety declarations, quality system records, user manuals, and compliant labeling artwork. Product testing must be carried out at a BIS-recognized laboratory, followed by submission of reports and documents through the BIS portal.

Under the CRS, BIS issues a Registration Number (R-number) after successful review of test reports and documents. Under the ISI Scheme, BIS conducts a factory audit and issues a License (CM/L), followed by periodic surveillance.

After certification is granted, manufacturers must strictly follow BIS marking and packaging rules, maintain records for audits and renewals, and report any product changes to ensure continued compliance.

In summary, manufacturers—Indian or foreign—are eligible to obtain BIS certification, while importers and brands can participate only as authorized representatives or compliance coordinators.
