This is a common question for manufacturers, importers, and brand owners dealing with product compliance in India. Only the Bureau of Indian Standards (BIS)—the national standards body of India—is authorized to issue BIS licenses and registrations. No private organization, laboratory, or consultant has the authority to issue a BIS Certificate on its own.

The BIS certification process begins by identifying the applicable Indian Standard (IS) and confirming whether the product falls under the ISI Certification Scheme, which involves licensing, factory inspection, and ongoing surveillance, or the Compulsory Registration Scheme (CRS), which primarily applies to electronics and IT products. Clearly defining the product scope—models or variants, technical ratings, and safety-critical components—helps ensure accurate testing and documentation.

Product testing is carried out at a BIS-recognized laboratory, but it is important to note that laboratories only conduct testing and issue test reports. They do not issue BIS certificates. Test reports are submitted to BIS as part of the application process.

Applicants must prepare a complete dossier, including product drawings and specifications, bill of materials, safety declarations, quality system records, user manuals, and labeling artwork that correctly references the applicable IS standard. While testing is in progress, application forms, brand authorizations, and—if the manufacturer is located outside India—the appointment of an Authorized Indian Representative (AIR) must be completed.

Under the CRS, BIS reviews the submitted documents and test reports and, if compliant, issues a Registration Number (R-number). Under the ISI Scheme, BIS conducts a factory audit and, upon satisfactory assessment, issues a License (CM/L) to the manufacturer, followed by periodic surveillance.

After issuance, manufacturers must strictly comply with BIS marking and packaging requirements, maintain records for surveillance and renewals, and monitor any product changes to ensure continued validity.
